Open Government Data (OGD) makes government-owned data freely available to the public in open, machine-readable formats. The objective is to promote transparency, accountability, and public participation in governance by providing citizens, businesses, and researchers with access to valuable datasets. These datasets can cover a wide range of areas, such as health, education, transportation, finance, and the environment. The concept of OGD is rooted in the belief that government data, being funded by taxpayers, should be made accessible to the public for various uses, including innovation, economic growth, and enhanced governance. By making data open, governments can empower citizens to participate more actively in decision-making processes, foster innovation in various sectors, and improve the efficiency and effectiveness of public services.
The data reveals India’s remarkable digital transformation journey in government transparency, with API releases showing explosive growth from just 444 in FY2016-17 to 233,516 by FY2025-26—a staggering 52,500% increase that demonstrates a fundamental shift toward programmatic data access. However, the dataset resources metric presents a concerning anomaly, declining significantly from 6.23 lakh in FY2023-24 to 4.82 lakh in subsequent years, suggesting either a methodological change in counting, data consolidation efforts, or possibly removal of outdated datasets. Despite this reduction in available resources, citizen engagement with available data continued to grow steadily, with cumulative downloads increasing 157% (from 42 lakh to 108.1 lakh) and views rising 264% (from 103.5 lakh to 377.03 lakh) over the decade. The dramatic API growth alongside moderating dataset numbers indicates a strategic pivot toward machine-readable, automated data exchange rather than manual downloads, aligning with global best practices in open data. The slower growth rates across all metrics in recent years might indicate the initiative is reaching maturity, having digitized most feasible government datasets, though the dramatic drop in available resources without corresponding decreases in other metrics requires further investigation to fully understand India’s open data ecosystem trajectory.
