The AI Preparedness Index (AIPI) measures a country’s readiness for AI adoption by evaluating key macro-structural indicators. It encompasses four crucial dimensions: digital infrastructure, human capital, technological innovation, and legal frameworks. Each dimension is derived by normalizing and averaging various sub-indicators, such as robust digital infrastructure, ongoing human capital investment, inclusive STEM education, labour and capital mobility, a dynamic R&D environment, and adaptable legal systems for digital businesses. Together, these factors provide a comprehensive assessment of how well-positioned a nation is to integrate AI into its economy.

Singapore emerges as the global leader in AI preparedness with an impressive overall score of 0.801, demonstrating exceptional performance across all dimensions. It tops the Digital Infrastructure Index (0.209) and Human Capital and Labor Market Policies Index (0.195, tied with Taiwan), while maintaining strong positions in other components. This comprehensive excellence reflects Singapore’s successful strategy in positioning itself as a global AI hub. Denmark ranks second overall (0.779) with consistently high performance across all dimensions, particularly excelling in Digital Infrastructure (0.202, tied with Estonia) and Innovation and Economic Integration (0.182). The United States secures third place (0.771), showing strong performance across all indices, particularly in Regulation and Ethics (0.218) and Innovation and Economic Integration (0.182). Looking at individual components, the Digital Infrastructure Index is dominated by highly developed, smaller nations.
