Overview

Open Government Data (OGD) makes government-owned data freely available to the public in open, machine-readable formats. The objective is to promote transparency, accountability, and public participation in governance by providing citizens, businesses, and researchers with access to valuable datasets. These datasets can cover a wide range of areas, such as health, education, transportation, finance, and the environment.

The concept of OGD is rooted in the belief that government data, being funded by taxpayers, should be made accessible to the public for various uses, including innovation, economic growth, and enhanced governance. By making data open, governments can empower citizens to participate more actively in decision-making processes, foster innovation in various sectors, and improve the efficiency and effectiveness of public services.

Trends & Insights

The number of Dataset Resources has grown substantially, from 0.75 lakh in 2016-17 to 6.23 lakh in 2023-24, representing more than an eightfold increase. This consistent growth suggests a strong commitment from the government to make more data available to the public. The rate of growth was particularly rapid in the early years, with the number of datasets more than doubling each year from 2016-17 to 2018-19 before settling into a more steady growth pattern in recent years. The total number of datasets downloaded has also shown impressive growth, increasing from 42 lakh in 2016-17 to 101.06 lakh in 2023-24. This rise in downloads, more than doubling over the period, indicates growing public interest in and utilization of government data. The steady increase suggests that as more datasets become available, there’s a corresponding increase in their use by the public, researchers, and potentially businesses. Dataset views have seen a similar upward trend, rising from 103.5 lakh in 2016-17 to 339.21 lakh in 2023-24, more than tripling over the period. This growth in views outpaces the growth in downloads, suggesting that while not all viewed datasets are downloaded, there’s a broad interest in exploring the available data. Perhaps the most dramatic growth is seen in the number of APIs (Application Programming Interfaces) released, which has increased from 444 in 2016-17 to a staggering 228,818 in 2023-24. This represents a growth of over 500 times the initial number. The rapid expansion of available APIs indicates a strong push towards making government data not just available for download but also accessible for real-time integration into applications and services. This could be particularly beneficial for developers and businesses looking to create innovative solutions using government data. While the growth in dataset resources has been steady, the growth in downloads and views has been more moderate in recent years. This could suggest that while more data is being made available, there might be a need for increased awareness or improved usability to drive higher engagement. The exponential growth in APIs released far outpaces the growth in other metrics. This suggests a shift in strategy towards making data more readily accessible and usable in real-time applications. The ratio of downloads to views has remained relatively consistent over the years, hovering around 30-40%, indicating a stable pattern of user behaviour.

In conclusion, India’s Open Government Data initiative shows strong progress in making a wealth of data available to the public. The dramatic increase in available APIs particularly stands out, potentially positioning India as a leader in providing machine-readable, real-time government data. As this initiative continues to evolve, it has the potential to significantly impact governance, research, and innovation in the country.
