Trends & Insights

India’s most populous state, Uttar Pradesh’s (highest in the country) absolute spending on Public health increased from ₹8,798 crore in 2012-13 to ₹20,250.2 crore in 2019-20, representing a 130% increase over seven years. Maharashtra ranked second in the list in terms of spending on Public health, where the expenditures rose from ₹6,433 crore to ₹14,755.8 crore. Rajasthan’s health expenditure tripled from ₹3,939 crores to ₹12,210.7 crores, while Tamil Nadu’s spending increased from ₹5,484 crores to ₹13,012.4 crores. Gujarat also showed substantial growth, with expenditure rising from ₹4,675 crore to ₹10,395.9 crore, reflecting increased prioritization of healthcare. Smaller states and union territories naturally showed lower absolute expenditure, but some demonstrated significant percentage increases. Arunachal Pradesh’s health spending increased nearly fourfold from ₹283 crore to ₹1,013 crore, while Assam’s expenditure grew from ₹1,539 crore to ₹5,446.3 crore, showing strong commitment to healthcare improvement in the northeastern region. The newly formed state of Telangana (data available from 2014-15) showed rapid growth in health expenditure from ₹2,650 crore to ₹7,303.8 crore in just five years, indicating strong prioritization of healthcare in the new state’s development agenda. Some states showed more modest growth. Punjab’s health expenditure increased from ₹2,047 crore to ₹3,777.3 crore, representing a relatively slower growth rate compared to other states. Jammu & Kashmir reported the most modest growth among larger states, moving from ₹1,205 crore to just ₹1,882.5 crore, possibly reflecting regional administrative and political challenges. Bihar, often considered one of India’s less developed states, recorded encouraging progress, with health expenditure rising from ₹2,566 crore to ₹8,078.5 crore, representing a significant commitment to improving healthcare infrastructure. Overall, the data indicates a nationwide trend toward increased healthcare spending, with most states showing substantial increases in their health budgets over the seven years. However, the variations in growth rates and absolute spending levels suggest continuing regional disparities in healthcare investment and development priorities.
