Defence offsets are policy mechanisms requiring foreign defence contractors to reinvest a portion of their contract value into India’s defence or related sectors. To evaluate the effectiveness of this system, three core administrative indicators are used. Disposed Claims refers to the number of offset claims that have been reviewed, processed, and officially closed by the relevant authorities. A high percentage of disposed claims relative to the total indicates efficient administrative handling and timely fulfilment of offset obligations. Incomplete Claims/Clarifications Sought refers to those claims that are currently pending either due to incomplete documentation or because the authorities have requested further clarifications from the vendor. This metric reflects areas where the process is stalled or requires further interaction, often highlighting systemic delays or compliance issues from the vendors’ side. Total Offset Claims denotes the cumulative number of offset claims that have been submitted under India’s defence offset policy, regardless of their status. It gives an overview of the total volume of obligations being managed under the programme.
