It evaluates three essential metrics, (a) “IPR Filing Targets,” which represent institutional goals for creating and protecting intellectual assets; “IPR Filed,” indicating the number of intellectual property applications submitted by these organisations; and “IPR Granted/Registered,” reflecting the applications successfully approved by the Indian Patent Office. This layered structure provides a comprehensive view of both the scale and success of intellectual property initiatives.

By capturing both planned and actual outputs, along with grant rates, the indicator serves as a proxy for assessing the health of innovation ecosystems within India’s defence industries. It not only quantifies innovation efforts but also signals the technical strength and originality of submitted work. High filing and grant numbers suggest a productive environment fostering indigenous R&D, aligning with national goals of self-reliance in defence technologies. Policymakers can use this data to evaluate institutional performance, identify capacity gaps, and direct investments toward innovation-driven units within India’s defence industries.
